Currently working on Navigation, Flood Risk Management, and Ecosystem Restoration Studies and projects. Sub-consultant on several Section 203 of WRDA 1986, as amended studies.

Experience

  • 12 years in the Office of the Assistant Secretary of the Army for Civil Works.
  • Lead author for civil works policy for WRDA 2007 through 2022. Lead author for annual appropriations policy 2012 through 2023. Coauthor for the 2015 Waters of the U.S. rule.

Studies and Projects

Everglades Restoration Program, Hurricane Karina Response and Recovery Project ($14.7B), Dakota Access Pipeline planning and environmental compliance, Savannah Harbor Channel Deepening Project, Houston Ship Channel Deepening Project, Port of Miami Channel Deepening Project, Tampa Bay Channel Deepening Project, Beach and Dune Re-nourishment Projects – From North Carolina to Florida. 

Deepwater Horizon Oil Spill

 Primary science advisor to the Assistant Secretary of the Army for Civil Works during the federal response to the disaster. U.S. Army representative on the RESTORE Council from 2013 to 2023 overseeing the recovery effort and the distribution of civil penalties. 

Iraq

Environmental Compliance and Planner in Iraq restoring Baghdad and Basra International airports to flight status, rebuilding bridges, strengthening dams, building fire stations, schools, police stations, power stations, and the Basra Children’s Hospital. Responsible for restoring the Iraqi National Railroad system to active service. $3B portfolio of projects.

Hurricane Katrina Recovery

 In the aftermath of the Hurricane Katrina, Gib wrote, defended, and executed the first U.S. Army Corps of Engineers Alternative NEPA Arrangement. Gib has led a highly experience team of environmental compliance professionals successfully which provided the path for the U.S. Army Corps of Engineers to complete the New Orleans $14.7B rebuilding of the Hurricane and Storm Risk Reduction System in four years.
